John A. Minetto State Park covers 715 acres in Goshen and Torrington, on land the U.S. Army Corps of Engineers handed to the state after finishing the Hall Meadow Brook Dam in 1962. It opened as Hall Meadow State Park and now carries the name of John A. Minetto, a longtime Torrington state senator known as the father of Route 8. People come for fishing, hiking, picnicking and, in winter, cross-country skiing. Entry is free, leashed pets are welcome, and buses with more than 30 seats are not allowed.
